District Description
The department's district is located in southern Jackson County North
Carolina, it is classified as a rural district and covers approximately
130 square mile. Located within the district boundaries are the
communities of Cashiers, Sapphire Valley, Glenville, Big Ridge, Yellow
Mountain, Pine Creek, Norton, Breedlove and Heady Mountain. The district
is covered by multiple zip code zones. Property inside the district may
have addresses with one of the following zip codes, Highlands (28741),
Cashiers (28717), Sapphire (28774), Glenville (28736), Cullowhee (28723)
and Tuckasegee (28783). Part of Jackson County (Bowery Road, Black Rock
Circle) is located in the city of Highlands, this area along with
properties located in the Wildcat Cliffs Country Club and the Cullasaja
Club are served by the Highlands Fire Department.
Insurance district boundries are milage based. The district boundries are determined by the number of road miles from a station, distances are determined by following roads not straight line distance. The five mile district includes parcels located within five miles a station. The six mile district includes parcels located more than five miles but no more than six miles from a station. Parcels located more than six miles from a station are a Protection Class 10. Jackson County's maintains a website that allows you to located a property information based on a parcels address, owners name or parcel PIN. ISO
The Insurance Services Office (ISO) provides data to the insurance
industry related to a departments capability to deliver fire protection.
Insurance companies use this data to determine insurance premiums. In
North Carolina this data is collected by the Office of State Fire
Marshal. Some insurance companies use criteria other
than the ISO rating to set their rates
The North Carolina Department of Insurance Office of State Fire Marshal
The North Carolina Department of Insurance Office of State Fire Marshal (OSFM) inspects communities on a regular basis as
part of the North Carolina Response Rating System (NCRRS). The purpose
of the inspection is to determine the Public Protection Classification
(PPC) for the fire protection services protecting the community. The
Public Protection Classification is used to gauge the ability of a local
fire department to respond to fires. A Community's fire protection
information is collected and analyzed by NC OSFM. A classification of 1
to 10 is then assigned based upon the results of the survey. A rating of 1 indicates the
highest level of fire protection and a rating of 10 is an indication of no fire protection or that a property is
located more than 6 road miles from a fire station. The rating of a
community has a direct effect on the insurance premiums that an
individual pay on their homes and commercial buildings. The Public
Protection Classification is used by the Insurance industry in
determining insurance premiums for many properties within the community.
Three areas are examined when the NC OSFM conducts their inspection, the
community's water supply, dispatch (communications) center and fire
department. Among other things, the inspections look for proper staffing
levels, sufficient equipment, proper maintenance of equipment,
communications capabilities and availability of a water source. They
also look at the records of drills, training and meetings attended
by firefighters. Each area receives a rating, and in the end those
ratings are considered together to determine the final Public Protection
Classification
When
surveying a community the OSFM considers the departments fire district
has a whole, they don't rate
individual developments, neighborhoods or structures. They inspect the district and determine an
overall PPC for the community. The community is divided in to three
zones. The first zone includes properties located within five road miles
of a fire station, the possible ratings range from class 1 to 10. The
second zone include properties located between five and six road miles
of a fire station, possible ratings range from 9E to 10. The third zone
includes properties located more than six road miles from a station, the
only rating given for properties in his zone is a class 10.

The Cashiers Glenville Fire District is curently rated a protection
class of Class 5/9E.
What does the class 5/9E mean? Property located within five road miles of a station are a Class 5. Properties located beyond five road miles, but no more than six road miles of a station are a Class 9E. Properties located more than six road miles from a station are a Protection Class 10. The Class 5 rating applies to properties with a needed fire flow of 3500 gpm or less. Properties with larger needed fire flows are individually evaluated and may vary from the 5/9E Classification.

The North Carolina Department of Insurance Office of State Fire Marshal surveyed the department in 2020. The Department received the protection class of Class 5/9E. The rate took effect on Thursday April 1, 2021
